Listed building consent drawings for Haringey houses

Haringey runs from Highgate village to the Edwardian streets of Muswell Hill, and a listed house there needs consent for any work that touches its character. We draw the existing fabric and the proposal side by side, so the council sees what is kept and what changes, and quote a fixed fee after a free constraints check.

    02The brief

The Haringey rule we can cite

Haringey's Development Management DPD asks that works to listed buildings retain and repair fabric, avoid harm to structure and keep additions out of the important parts. The part that shapes our drawings is where additions may go: extensions to less significant parts. We draw the original fabric first and test each proposed addition against that sentence.

National policy sits underneath it. Proposals affecting heritage assets need an assessment of significance (including setting) proportionate to the asset's importance.

    06The detail

Highgate and Muswell Hill: two heritage settings

Highgate is a village with its own conservation area. The village core has 18th- and 19th-century small-scale terraces and traditional shopfronts on late-medieval burgage plots, with Pond Square, on the Camden side, at its heart. Its position is unusual: Highgate village is divided between Haringey and Camden, and each council has its own Highgate Conservation Area; Haringey's southern boundary runs along the middle of Highgate High Street. Our Highgate guide shows which council reads which side.

Muswell Hill is a different build entirely. Haringey's appraisal calls Muswell Hill a notable and well-preserved example of an Edwardian suburb, mostly built over less than 20 years (1896-1913). Its heart is three- and four-storey red-brick Edwardian parades of shops and flats around Muswell Hill Broadway. Being in that conservation area is not the same as being listed, and the drawings differ accordingly: see the Muswell Hill guide.

    Haringey's registers in numbers

The national list holds 289 entries inside the borough: 6 at Grade I, 21 at Grade II* and 258 at Grade II. Haringey designates 33 conservation areas. Separately, its Article 4 register holds 25 directions.

Further down the register, 21 entries are on the Heritage at Risk Register, 4 registered parks and gardens lie in the borough and it has 0 scheduled monuments.

    Decisions, fee and penalty

In its latest four published quarters Haringey decided 52 consent applications to alter or extend a listed building and granted 86.5% of them. Each application is read on its own drawings.

The council charges £0 for the consent. Works without consent: up to 6 months' imprisonment or a fine on summary conviction; up to 2 years or a fine on indictment, under the Planning (Listed Buildings and Conservation Areas) Act 1990. If the same house needs a new roof storey or a lower floor, those are separate applications: mansard roof drawings in Haringey and basement conversion drawings in Haringey. Across the border, see listed building consent drawings in Hackney.

    Questions

My house is in Highgate: is it Haringey or Camden?

Both councils cover the village. Highgate village is divided between Haringey and Camden, and each council has its own Highgate Conservation Area; Haringey's southern boundary runs along the middle of Highgate High Street. Give us the address and we confirm the council, the conservation area and the list entry before quoting.

Is my Muswell Hill house listed because it is in the conservation area?

No. The conservation area and the national list are separate designations, so a house can be in the area without being listed. We check both, because each leads to a different application.

What do listed building consent drawings cost?

We give a fixed quote after a free constraints check, because the price depends on how much of the building the work touches. The council charges £0 for the consent itself.
