Listed building consent drawings in Islington

Islington's policy asks for a Heritage Statement informed by specialist advice, so the drawings and the statement have to tell the same story. We draw the existing building and the proposal to the questions the statement raises, so whoever writes the statement can point to each sheet.

    02The brief

    The statement comes first

Islington's Local Plan treats the statement as a requirement for planning and consent applications alike. The plan's wording is recorded as Heritage Statement required, and the statement must assess the impact on significance with specialist heritage advice behind it.

That order matters for the drawings. The statement describes significance, and the sheets are the evidence it points to: plans, sections and elevations of the building as it stands. We draw those from a measured survey so the statement is written about measured fabric and not a sketch.

    06The detail

    Justifying harm

Where a proposal harms a listed building's significance, Islington's policy asks for clear and convincing justification, and it strongly resists substantial harm or loss. Our design-option sheets record what was tried and dropped, which is the raw material for that argument.

National policy frames the same question. Proposals affecting heritage assets need an assessment of significance (including setting) proportionate to the asset's importance, and the weight given is also national: Substantial weight to the conservation of designated heritage assets.

Canonbury Square and the front areas

The council describes Canonbury Square as one of the earliest and finest squares in Islington, and the New River Walk as an important feature of the area. Conservation-area designation adds a second layer beside listing. Canonbury Conservation Area was designated on 18 February 1969 and last amended on 23 January 2001; East Canonbury was designated on 26 June 1989 and last extended on 25 February 2003.

Two of the area's design rules bear on any house in it. The council will not normally permit front basement areas to be filled in or covered over in the Canonbury Conservation Area. Alteration or removal of original front walls, railings and footings will not be permitted; new railings black, to an agreed pattern. Our Canonbury guide sets out the roof and rear-extension rules beside them.

    The borough's heritage record

Islington has 1,050 list entries: 12 at Grade I, 34 at Grade II* and 1,002 at Grade II. The Heritage at Risk Register carries 33 entries within the borough.

For the most recent year of published returns the council decided 262 applications to alter or extend a listed building and granted 91.2%. Those are past decisions and no forecast for your house.

Consent and planning permission are separate applications. A roof scheme on a listed house also raises mansard roof drawings in Islington, and a basement raises basement conversion drawings in Islington.

    Questions

Does Islington require a Heritage Statement for listed building consent?

Yes. The plan's requirement is recorded as Heritage Statement required, informed by specialist heritage advice. The statement needs that specialist input; our part is the measured existing and proposed sheets it refers to.

What does clear and convincing justification mean for my drawings?

It is the policy's phrase for the case you make when a change harms a listed building's significance. We show the existing fabric, the harm, and the alternatives that were tested and set aside.

Can I change the front railings of a listed house in Canonbury?

The Canonbury design guidelines are firm on this. Alteration or removal of original front walls, railings and footings will not be permitted; new railings black, to an agreed pattern. Railings can also be part of the list entry, so we read the entry before drawing.

What happens if work started before consent?

Works without consent: up to 6 months' imprisonment or a fine on summary conviction; up to 2 years or a fine on indictment. Stop the work, photograph what exists and send the pictures to us, and we advise on the next step.
