Listed building consent drawings in Hackney
In Hackney only 18.8% of households live in a house, so a listed address here is as likely to be one flat in a converted building as a whole dwelling. That changes the survey: we draw the flat, the common stair and the façade it shares with other owners, and mark which of them the listing reaches. A chartered architectural technologist (MCIAT) does the measuring.

02The brief
Surveying a flat inside a listed building
A listing protects the whole building, so the work in your flat may touch fabric that belongs to someone else, such as the party wall, the staircase or the front windows. We survey your unit and the shared parts around it, and on the proposal sheets we colour what changes inside your demise separately from what changes outside it.
That split helps the officer, and it helps the freeholder, whose agreement the lease may require.

06The detail
What Hackney publishes, and what we read it against
The council's guidance on alterations is its Residential extensions and alterations SPD, and the local plan is the Hackney Local Plan 2033 (LP33). Neither gives us a listed-building line we can quote with a verified source, so we do not paraphrase one.
The test that binds is national. Proposals affecting heritage assets need an assessment of significance (including setting) proportionate to the asset's importance. The weighting is stated as: Substantial weight to the conservation of designated heritage assets. We read both against the list entry for your address before drawing a line.
A long list with a heavy repair load
The list holds 555 entries, and the grades run 8 at I, 30 at II* and 510 at II. 40 entries sit on the Heritage at Risk Register.
Grade does not decide whether consent is needed. The whole building is protected, inside and out, at every grade.
Conservation areas and Article 4
A listed building here can also sit in one of 37 conservation areas. The Article 4 register adds 77 directions across 197 area boundaries, so one drawing may face several different questions.
Garden buildings need care too. Garden buildings within the curtilage of a listed building are not permitted development, so a rear-garden studio behind a listed building starts with the consent question.
Decisions, offence and neighbouring applications
Hackney decided 71 applications to alter or extend a listed building in its latest four quarters and granted 85.9%. Each application stands on its own drawings, so the figure shows volume only.
Consent has no council fee. The Planning (Listed Buildings and Conservation Areas) Act 1990 sets the penalty for skipping it: Works without consent: up to 6 months' imprisonment or a fine on summary conviction; up to 2 years or a fine on indictment.
A roof change on the same building is a separate application, drawn under mansard roof drawings in Hackney, and a lower floor under basement conversion drawings in Hackney. For the neighbouring borough, see Islington.

Questions
I own a flat in a listed Hackney building. Do I need the freeholder's agreement?
Often, yes, because the work can touch shared fabric, and your lease may require it. The consent application is separate from that, and we draw it so the freeholder can see what affects the shared parts.
Do I need consent to replace windows in a listed Hackney building?
If the new windows differ from the originals in material, pattern or detail, yes: that changes the character the listing protects. Give us the address and we read the list entry before we tell you the route.
Does it cost anything to ask whether works to a listed building are lawful?
A certificate of lawfulness for proposed works to a listed building carries no council fee. Our own fee is a fixed quote after a free check, because it depends on how much of the building the work touches.
