Basement conversion drawings in Hammersmith and Fulham

In Hammersmith and Fulham the front garden can decide a basement: the Moore Park profile resists lightwells where planting is integral to the street. We draw the basement to the area profile and to the national tests, from £1,995 with VAT included.

    02The brief

    Moore Park and the lightwell

The Moore Park profile addresses basement light directly. Excavating front gardens for basement light will not normally be permitted where planting is integral to the street. The same area has a roof rule: Front roof extensions are generally unacceptable unless the terrace is already significantly impaired by them.

Where an area has no profile rule on basements, we say so and fall back on the national tests. Moore Park and Brook Green each have their own profile, as do the other Fulham conservation areas, so a neighbour two streets away may face a different question.

    06The detail

No depth or garden-share figure on file

Our record holds no Hammersmith and Fulham limit on basement depth or garden share, so we do not quote one. The London Plan sets the frame: Boroughs should set policies on large-scale basements where this is a local issue.

Garden decides how far a basement can reach beyond the house. The GLA's GLUD land-use survey, dated in the table below, put domestic gardens at 17.1% of the borough's land.

Listing, conservation areas and Article 4

The borough designates 47 conservation areas and the national list holds 268 entries. LBHF publishes Article 4 Directions for Fulham conservation areas including Bishops Park (1 and 2), Central Fulham (1 and 2), Fulham Park Gardens, Hurlingham, Parsons Green (1 to 3), Walham Grove (1 and 2) and Studdridge Street (1 and 2).

A listed house needs consent for a basement as well as planning permission: see listed building consent drawings in Hammersmith and Fulham. A new roof storey on the same house is drawn under mansard roof drawings in Hammersmith and Fulham.

Shared terrace walls in Fulham and Brook Green

Many Fulham and Brook Green houses stand in terraces on shared party walls, so a basement under one is a conversation with the neighbours on both sides. Adjacent excavation notice at least 1 month before work: within 3 m and deeper than the neighbour's foundations, or within 6 m and cutting a 45° line from their foundations. If a neighbour stays silent, the position changes: A dispute arises if the adjoining owner does not consent within 14 days of the notice.

If the Moore Park profile rules out a front lightwell, escape has to be solved another way, so we settle it at the first design option. Basement storeys with habitable rooms need an escape window or external door, or a protected stair to a final exit. All dwellings: fire detection and alarm system minimum Grade D2 Category LD3 (BS 5839-6), mains-operated smoke alarms to BS EN 14604. Whatever the lightwell outcome, the planning fee is the same: £548 on the national householder scale, paid to Hammersmith and Fulham when the application is lodged.

    Questions

Can I put a lightwell in a Moore Park front garden?

The profile says not normally where planting is integral to the street: Excavating front gardens for basement light will not normally be permitted where planting is integral to the street. We read the profile for your street before suggesting one.

Does the borough limit basement depth?

Our record holds no depth limit for Hammersmith and Fulham, so we do not state one. We read what the council publishes for your address and draw to that and to the London Plan.

Will my Fulham neighbours need to be told about a basement?

Usually, if the dig reaches the distances the Act sets: Adjacent excavation notice at least 1 month before work: within 3 m and deeper than the neighbour's foundations, or within 6 m and cutting a 45° line from their foundations. We draw the excavation against the adjoining foundations so a notice can go out with a clear plan. Our party wall notice service is priced from £45 for each adjoining owner.
