Fulham: drawings for houses in conservation areas

Two Fulham streets a short walk apart can answer to different character profiles, and only some of those profiles come with an Article 4 direction. The first job is finding which area your house belongs to. We then draw planning, listed building and Building Regulations sets to that profile, after a free constraints check.

    04The brief

    A patchwork of areas

Hammersmith and Fulham's list for Fulham includes Central Fulham, Fulham Park Gardens, Bishops Park, Moore Park, Parson's Green and Hurlingham, among others. Each is a separate designation with its own profile, so two houses a few streets apart can follow different guidance.

Hurlingham Conservation Area has been extended twice since its character profile was published, on 2 July 2002 and 13 November 2018. A boundary change of that kind is why we check a current map rather than rely on an old profile.

    05The detail

Where Article 4 applies, and where the register is silent

LBHF publishes Article 4 Directions for Fulham conservation areas including Bishops Park (1 and 2), Central Fulham (1 and 2), Fulham Park Gardens, Hurlingham, Parsons Green (1 to 3), Walham Grove (1 and 2) and Studdridge Street (1 and 2).

LBHF states it has restricted permitted development rights at many properties by Article 4 Directions, especially in conservation areas, so planning permission is needed for works in the restricted classes. Some names are missing from that list, and the council's own page says so: LBHF page lists no Article 4 direction under the names Moore Park, Putney Bridge, Barclay Road, Colehill Gardens or Sands End. A house in one of those areas can still be protected by the other controls, so we read the profile and the register together.

Moore Park: roofs and front gardens

The Moore Park profile is a useful example of how a Fulham profile reads. Front roof extensions are generally unacceptable unless the terrace is already significantly impaired by them.

Excavating front gardens for basement light will not normally be permitted where planting is integral to the street. Roof and basement proposals here therefore start from the street, and our mansard roof drawings and basement conversion drawings pages show how we present them.

Listed houses and the council-wide guides

Hammersmith and Fulham lists 268 entries, 1 at Grade I and 27 at Grade II star. It decided 44 listed building consent applications in its latest year and granted 100% of them.

The council-wide guides sit alongside this page: listed building consent drawings in Hammersmith and Fulham for a house on the list, and mansard roof drawings in Hammersmith and Fulham for a roof storey. Nearby, Brook Green has its own appraisal.

    Questions

Which Fulham conservation area is my house in?

Hammersmith and Fulham lists many separate areas for Fulham, from Fulham Park Gardens to Hurlingham and Moore Park. Send us the address and we confirm the area and any Article 4 direction before quoting.

Do all Fulham conservation areas have Article 4 directions?

No. The council's page names directions for several of them and none under other names, so we check the register for your address instead of assuming either way.

Can I dig a lightwell into a Moore Park front garden?

The Moore Park profile is against it where planting belongs to the street: Excavating front gardens for basement light will not normally be permitted where planting is integral to the street. A rear or side solution is usually the better route, and we draw the options so the front stays green.

My street's conservation area boundary changed. Which map do I trust?

Always the current one. Hurlingham Conservation Area has been extended twice since its character profile was published, on 2 July 2002 and 13 November 2018. We pull the boundary as the council holds it today and show your house against it on the first sheet.
