Mansard roof drawings in Newham
A mansard changes the pitch of a roof, and Newham's home-extension SPD says new roof pitches should match the original house. That makes the case for a mansard here a matter of evidence on the street. We draw the existing roofline and the proposal together, from £845 including VAT.

02The brief
The two roof tests in Newham's SPD
The Altering and Extending your Home SPD sets out the council's roof guidance. On what must stay, its short form is retain front slopes, ridges, parapets: street-facing slopes, ridge lines and chimneys, with parapets and eaves kept where practicable. On form, it asks you to match original pitch, with extensions kept subservient.
A mansard replaces the original pitch, so the second test is the hard one for a house with a conventional roof. The case for it usually rests on a street where roof extensions already break the line. We survey the neighbours' roofs first and draw what the evidence supports.

A mansard roof in section
A London terrace with a mansard behind the parapet. The lettered marks show the limits the legend gives.
- A Newham: set-back and parapet
- retain front slopes, ridges, parapets
- B Permitted development and the eaves
- Class B requires the original eaves to be maintained or reinstated, which a parapet-fronted mansard normally removes
- C Additional storeys under permitted development
- Class AA additional storeys exclude houses built before 1 Jul 1948 or after 28 Oct 2018
- D Fire protection to the stair
- New storey above 4.5 m by loft conversion: protect the full escape route with fire-resisting doors (min E 20) and partitions (min REI 30)
06The detail
Heritage layers on a Newham roof
The council publishes 9 conservation areas, and Historic England records 125 list entries, 115 of them Grade II. Class AA is not available on article 2(3) land, so a house in one of the areas needs a planning application for an extra storey.
A listed house needs consent for a roof change as well; the route is on the page for listed building consent drawings in Newham. Newham's data also records an Article 4 direction on HMO conversions (C3 to C4), which governs use and leaves the roof tests unchanged.
Eaves, dates and the permitted development gap
Class B permitted development expects the original eaves to be kept or put back, and a parapet-fronted mansard normally removes them. Class AA has date limits as well. Class AA additional storeys exclude houses built before 1 Jul 1948 or after 28 Oct 2018.
Domestic gardens cover 16.9% of Newham's land in the GLA's older land-use data, so a rear roof storey sits close to the neighbours. We show the roof against both neighbours in section and elevation.
How householder applications have gone
Newham decided 388 householder applications in the latest return, and 86.9% were granted. That is a general guide to ordinary home alterations, and it says little about a mansard on its own.
The council's householder fee is £548. Party structure notice at least 2 months before work, under the Party Wall etc. Act 1996.

Questions
Will Newham accept a mansard on a terraced house?
We cannot say how an officer will decide. The SPD asks you to match original pitch, so a mansard needs a clear case, and we say early in the constraints check whether your street offers one.
Does Class AA let me add a storey in Newham?
Only outside conservation areas and for houses within the date limits. Class AA additional storeys exclude houses built before 1 Jul 1948 or after 28 Oct 2018. Class AA is not available on article 2(3) land.
What does the application cost?
Our fee starts at £845 including VAT, fixed up front. The council fee is £548, paid separately.
