Listed building consent drawings for Richmond upon Thames houses
A listed house in Richmond upon Thames may also stand inside one of 85 conservation areas, so the listing and the street are both in play. We draw the existing fabric and the proposal side by side, so the council can see what is kept, what is repaired and what changes.

02The brief
What Richmond's plan expects of works to a listed house
The council's listed buildings policy sits in the Richmond Local Plan 2024-2039. Officers resist loss of significant fabric, and an application has to rest on a proportionate significance assessment. In practice every original room, stair, chimney breast and window is treated as evidence on the drawings.
The plan also expects appropriate materials and specialist techniques, so each repair on our sheets names the method and the material as well as the location. National policy points the same way. Proposals affecting heritage assets need an assessment of significance (including setting) proportionate to the asset's importance. The listed building consent drawings hub sets out the whole route.

06The detail
Listed houses inside a borough of conservation areas
Of Richmond's 819 listed entries, 40 hold the top grade, 88 are Grade II* and 686 are Grade II. They sit among 85 named conservation areas, so a listed house is often under two layers at once: the listing for the building and the area for its street. 17 entries appear on the Heritage at Risk Register.
The borough also holds 1 World Heritage Site and 16 registered parks and gardens. Kew shows what that means on the ground. The council's Kew Green appraisal states that the conservation area is under the buffer zone of the Royal Botanic Gardens, Kew World Heritage Site. A listed house near the Green may therefore be read against its setting as well as its fabric, and our survey records the roofline and boundaries as carefully as the rooms. The Kew neighbourhood guide covers its conservation areas.
How past applications have fared
Across the most recent four published quarters the council decided 100 applications to alter or extend a listed building and granted 91% of them. That describes past decisions, not the outcome of yours. The national table shows £0 for the consent, while a planning application made alongside it carries its own fee.
Officers sometimes ask for amendments. Those come back to us, and we revise the set without a further drawing charge. A second chartered technologist checks every set before it goes in, and the person who checks is never the person who drew it.
When the same house also needs planning permission
Consent covers the building and permission covers the land, so one scheme can need both. A new roof storey on a listed Richmond house also needs mansard roof drawings for Richmond upon Thames, and a lower floor needs basement conversion drawings drawn to the borough's own basement policy.
A studio or shed at the bottom of a listed house's garden is the usual surprise. Garden buildings within the curtilage of a listed building are not permitted development, so it needs its own application before anyone orders materials.

Questions
Does a house in a Richmond conservation area need listed building consent?
Only if the house itself is listed, because consent attaches to the listing. An unlisted house in one of the 85 conservation areas follows the planning route, and an Article 4 direction can add permission requirements. We check the list entry and the area before we quote.
Which Richmond policy do the drawings answer?
The listed buildings policy in the Richmond Local Plan 2024-2039. Its two working tests are to resist loss of significant fabric and to require a proportionate significance assessment, so each sheet marks what is original, what is repaired and what changes.
My builder has already stripped a room in my listed Richmond house. What now?
Works without consent: up to 6 months' imprisonment or a fine on summary conviction; up to 2 years or a fine on indictment. Ask the builder to stop, photograph every surface that is left, and send the pictures with the address. We then work out what remains to be recorded and how to approach the council.
How is a Richmond listed building job priced?
We name one price for the drawing set after reading the list entry and the conservation area around it. It follows the number of rooms and elevations affected, and the council itself takes no fee for the consent.
