Listed building consent drawings in Kingston upon Thames

Start with the council's heritage map: it shows whether your Kingston upon Thames house is listed, and at which grade. If it is, we draw the existing fabric and the proposal side by side, so the council can see what stays, what changes and why.

    02The brief

Check the heritage map before you plan anything

Kingston upon Thames sends owners to its interactive heritage map, which links through to Historic England's list. The council's summary of the position is short: LBC required; criminal offence without it. Consent is needed for internal or external works that affect the special interest of the building, so a removed chimney breast matters as much as a new window.

National policy sets the standard our drawings answer to. A proposal needs an assessment of significance in proportion to the asset, and the council gives substantial weight to conserving a designated asset when it decides. The national wording and the council's rules sit in the table beside this text.

    05The detail

The borough's listed stock, grade by grade

Historic England records 163 list entries here: 3 at Grade I, 13 at Grade II* and 145 at Grade II. 9 entries are on the Heritage at Risk Register, and the borough also holds 6 scheduled monuments.

Listing is only one layer. The council publishes 28 conservation areas and 3 Article 4 directions, so a listed house may also sit inside a designated area. On Kingston Hill the conservation area takes in large houses from the early Victorian period to the early twentieth century; architectural drawings on Kingston Hill covers that setting.

A small sample of recent decisions

In the latest published year the council decided 17 applications to alter or extend a listed building and granted 70.6% of them. With so few cases one decision moves the percentage a long way, so treat it as history, not as a forecast for your house.

Kingston asks nothing for the consent application, though a planning application filed alongside it has its own fee. The Planning (Listed Buildings and Conservation Areas) Act sets the penalties for unauthorised work. Works without consent: up to 6 months' imprisonment or a fine on summary conviction; up to 2 years or a fine on indictment. Because we check your address against the heritage map before drawing, the sheets are built to be approved; should an officer still want changes, we revise them at no extra charge until approval.

    Roofs, basements and garden buildings

Consent covers the listed fabric; planning permission is a separate question. For a loft, read mansard roof drawings in Kingston upon Thames, where the council's guidance leans towards dormers. Below ground, basement conversion drawings in Kingston upon Thames sets out the light-well and flood tests.

One national rule catches garden rooms and sheds: Garden buildings within the curtilage of a listed building are not permitted development. The full route for a listed house is set out in the listed building consent drawings hub.

    Questions

How do I find out whether my Kingston upon Thames house is listed?

Use the council's interactive heritage map, which links to Historic England's list. Send us the address and we check listing, conservation area and Article 4 status together in the free constraints check.

Is a conservation area the same as being listed?

No. Listing protects one building, inside and out. A conservation area protects the character of an area, and Kingston upon Thames publishes 28 of them. A house can be in one, listed, or both.

Who writes the statement of significance?

Where a full assessment is needed, a heritage consultant writes it and we coordinate that work. Our part is the measured survey and the plans, sections and elevations the statement refers to.

What does the drawing work cost?

Our fee is a fixed quote after a free constraints check, because it depends on the rooms and elevations the work touches. Kingston does not charge for the consent application.
