Listed building consent drawings in Hounslow

Hounslow's plan asks that works to a listed house preserve its special interest and keep its interiors, and the borough holds 32 Grade I entries. We draw the existing fabric and the proposal so the officer can see what stays and what changes.

    02The brief

The two tests in Hounslow's Local Plan

Hounslow's Local Plan says works to a listed building must preserve special interest, and that alterations, extensions and changes of use should suit the original scale and materials. We therefore draw the existing house first, sheet by sheet, so every proposed line sits against what is already there.

The second test is inside the house. The plan expects applicants to retain interiors, which takes in original layouts, internal features and construction methods of interest. A floor plan that shows only the new partition is not enough, so ours also marks the walls, stairs and joinery that are staying.

National policy sits under both tests. Proposals affecting heritage assets need an assessment of significance (including setting) proportionate to the asset's importance, and the weight in the decision is set nationally: Substantial weight to the conservation of designated heritage assets.

    06The detail

Grade I, Grade II* and the risk register

Historic England records 519 list entries inside the borough: 32 at Grade I, 28 at Grade II* and 452 at Grade II. Grade I is the top grade, so the national test of an assessment proportionate to importance bears hardest on the entries at that level.

The Heritage at Risk Register, which Historic England keeps, carries 27 entries within the borough, and the borough also holds 6 registered parks and gardens and 6 scheduled monuments. Tell us if your address is near any of them. The free constraints check covers listed status, conservation areas and Article 4 directions.

Chiswick: listing inside a conservation area

Listing and conservation-area designation are separate layers of control, and Chiswick shows both at once. Hounslow Council states that Article 4 directions currently apply to the Gunnersbury and Bedford Park conservation areas. A listed house inside one of those areas answers to the consent route for the building and to the area's own rules for its setting.

The council's area documents are what officers read your drawings against. For the Chiswick House area that is the Chiswick House Conservation Area Appraisal (adopted January 2021), and for Old Chiswick it is the Old Chiswick Conservation Area Appraisal (October 2019; updated January 2020). Most of the Old Chiswick Conservation Area lies within the Thames Policy Area; Chiswick Eyot is a Local Nature Reserve and Metropolitan Open Land.

Our guide to drawings for Chiswick's period houses covers the other conservation areas in that part of the borough.

    Decisions, fees and the offence

For the most recent year of published returns, Hounslow decided 31 applications to alter or extend a listed building and granted 93.5%. Those returns describe other houses, not yours.

Applying for the consent costs nothing at the council (£0 in the national fee table), although a planning application made alongside it has its own fee. Our fee is a quote fixed after the free constraints check.

Unauthorised works are an offence under the Planning (Listed Buildings and Conservation Areas) Act 1990. Works without consent: up to 6 months' imprisonment or a fine on summary conviction; up to 2 years or a fine on indictment. Consent comes first and the build second.

Chiswick schemes tend to draw questions from two officers' viewpoints, the building's and the conservation area's. We keep the sheets consistent for both, so if either asks for changes we revise them at no extra cost until approval.

Consent and planning permission are separate applications. A roof scheme also raises mansard roof drawings in Hounslow, and a lower floor raises basement conversion drawings in Hounslow.

    Questions

Does an unlisted house in a Hounslow conservation area need listed building consent?

No. Listed building consent applies to listed buildings. An unlisted house inside one of the borough's 33 conservation areas faces planning controls instead, and Article 4 directions can widen them. Send the address and the free constraints check shows which route applies.

Is a Grade II house judged more lightly than a Grade I house?

National policy scales the depth of assessment to the asset's importance, so a Grade I house gets the deeper study. The application follows the same route at every grade, and we draw the same existing and proposed sheets for each.

Can I replace original doors or fireplaces inside a listed house in Hounslow?

Only through consent where the change affects the building's character, and the plan asks applicants to retain interiors. We record each original door, fireplace and layout on the existing sheets and show what is kept, repaired or replaced, which gives the officer something specific to judge.

How is your fee set for a listed house?

As a fixed quote after a free constraints check, because it depends on how many rooms and elevations the work touches. Revisions asked for by officers are included until approval.
