Primrose Hill: drawings for Victorian terraces

Camden's statement for Primrose Hill splits the conservation area into named sub-areas, and an older Article 4 direction, now under review, sits on top. Our MCIAT chartered architectural technologists draw to that statement, for planning, listed building and Building Regulations work.

    04The brief

A conservation area of Victorian terraces

The Primrose Hill Conservation Area was designated on 1 October 1971 and extended to include the north part of Erskine Road on 18 June 1985. The designation report described the area as a series of well laid-out Victorian terraces, residential in character.

The statement divides the area into four sub-areas: Regent's Park Road South, Central Area, Regent's Park Road North and Gloucester Crescent. Which sub-area your house belongs to is the first thing we establish, because the officer reads your frontage against that part of the statement.

    05The detail

    The age of the statement

The Primrose Hill Conservation Area Statement was adopted in December 2000. It pre-dates the Camden Local Plan, adopted in 2017, so we read the statement for character and the Local Plan for the current policy tests.

Where the two pull apart, a clear existing-and-proposed elevation does more than a long justification. That is how we set out a front window, chimney or roof change.

    The long-standing direction

An Article 4 direction of 3 March 1983 withdrew permitted development rights for single family dwelling houses and minor operations in the Primrose Hill Conservation Area. Camden's register marks it as under review, so check the current wording before ordering windows, doors or a new front boundary.

Camden publishes 21 Article 4 directions across the borough and 40 conservation areas, which is why a street one turning away can follow different rules. For roof work, see our mansard roof drawings page.

    Neighbouring villages and listed houses

Primrose Hill sits beside other Camden heritage districts that are read under the same Local Plan. Our Hampstead and Belsize Park pages cover those, and listed building consent drawings covers a house with a list entry.

Camden counts 1,971 list entries, 57 of them Grade I, and granted 89.1% of householder applications in its latest twelve months. That rate records what the council has already decided; it cannot tell you how your own application will go.

    Questions

Which of the four sub-areas is my Primrose Hill house in?

The statement divides the area into Regent's Park Road South, the Central Area, Regent's Park Road North and Gloucester Crescent. The officer reads your frontage against that part of the document, so we name your sub-area from the address before anything is drawn.

The Article 4 direction here is under review. Which wording applies to my windows?

An Article 4 direction of 3 March 1983 withdrew permitted development rights for single family dwelling houses and minor operations in the Primrose Hill Conservation Area. Because Camden marks it as under review, we read the wording in force on the day we start and set its classes of work out in the covering letter, not from an older copy.

Can a terrace roof in Primrose Hill take another storey?

The terrace is read as a group, so your roof is judged beside its neighbours' chimneys, parapets and ridge line. Whether a storey fits depends on that run, and we say so before design work starts. If it does, mansard roof drawings sets out the route.

What does a Primrose Hill project cost when a direction is in force?

Work that is permitted elsewhere may need its own application here, and the fixed quote includes it. Mansard drawings begin at £845, VAT included, and Camden's application fee is paid to the council.
