Listed building consent drawings in Merton
Merton's 243 list entries run from 3 Grade I buildings down to a long tail of Grade II ones, and each one is judged on what it contains, not on its street. We draw the house as it stands and the change you want, so an officer can see what is kept before reading a word.

02The brief
What Merton's records say, and what they leave to national policy
Our records hold no Merton-specific rule for listed building consent, so we quote none. The tests that decide an application are national. The NPPF asks for an assessment of significance in proportion to the asset, and gives substantial weight to conserving designated assets. Both lines sit in the table below.
Merton's own documents still shape how we draw. The council publishes the Merton Local Plan 2024 and the Borough Character Study SPD, and we read both for how your part of the borough is described before we survey. Neither replaces the listing test, but a drawing that contradicts them draws questions.

06The detail
The listed stock behind the numbers
Historic England records 243 list entries inside the borough boundary, including 3 at Grade I and 11 at Grade II*. The bulk, 228 entries, is Grade II.
3 scheduled monuments and 4 registered parks and gardens also touch the borough, so a listed house near one may be judged on its setting as well as its fabric. Domestic gardens covered 27.2% of Merton's land in the GLA land-use data. Garden buildings within the curtilage of a listed building are not permitted development, so check any garden building early.
Conservation areas and the wider heritage register
A listing seldom stands alone. The council publishes 28 conservation areas, and 23 entries within the borough sit on the Heritage at Risk Register. Merton's data also records an Article 4 direction on HMO conversions (C3 to C4), which concerns change of use and leaves roof and window works to the usual tests.
Wimbledon alone is split into several of those areas, so a listed house there can sit under two layers of control. Architectural drawings in Wimbledon names the Wimbledon conservation areas and the papers that describe them.
Past decisions, fees and the penalty for skipping consent
In the most recent four quarters the government's planning statistics return covers, Merton decided 24 listed building consent applications to alter or extend, and 87.5% were granted. That describes past decisions and says nothing certain about yours.
The consent itself carries no council fee: the national table puts it at £0. Skipping it is a criminal matter under the Planning (Listed Buildings and Conservation Areas) Act. Works without consent: up to 6 months' imprisonment or a fine on summary conviction; up to 2 years or a fine on indictment. Because the officer will read the Merton documents above against our sheets, we draw to be approved, and any revisions they ask for are ours to make at no extra cost until approval.
A listed Wimbledon house with a roof or basement plan
A roof storey or a lower-ground floor needs planning permission alongside consent, and the two applications must agree. See mansard roof drawings in Merton for the roof route and basement conversion drawings in Merton for the excavation route. For a Merton house that needs both, the listed building consent drawings hub sets out the national route for a listed house.

Questions
Does a Grade II house in Merton need consent for internal work?
Often, yes, whenever the work changes the building's character or removes historic fabric. Grade II covers the interior as well as the outside. Send us the address and we read the list entry before telling you which works need an application.
Can I put a garden room behind a listed house in Merton?
Not as permitted development. Garden buildings within the curtilage of a listed building are not permitted development, so the building needs planning permission, and listed building consent where it affects the listed building. We check the curtilage in the free constraints check.
What does listed building consent drawing work cost?
Our fee is a fixed quote after a free constraints check, because it depends on how many rooms and elevations the work touches. The council application is free (£0 in the national table), and a certificate of lawfulness for proposed listed works also costs £0.
