02The brief
The basement impact assessment is on the validation list
The council's validation checklist covers any construction, extension or deepening of a basement with one requirement: a basement impact assessment, shown on the checklist as BIA required. It must cover structure, flooding, groundwater and cumulative impact, so it is as much a hydrology question as a design one.
The technical reports must be prepared and self-certified by a chartered engineer or chartered geologist; the checklist's shorthand is chartered engineer/geologist sign-off. We coordinate that sign-off and draw to it. Our structural calculations start at £295, and the drawing fee is on the basement conversion drawings hub.

05The drawing
A basement in section
A house and garden over a single-storey basement. The lettered marks show the limits the legend gives.
- A Party wall notice for excavation
- Adjacent excavation notice at least 1 month before work: within 3 m and deeper than the neighbour's foundations, or within 6 m and cutting a 45° line from their foundations
- B Escape from basement rooms
- Basement storeys with habitable rooms need an escape window or external door, or a protected stair to a final exit
06The detail
Garden space and the ground beneath it
Domestic gardens cover 24.4% of the borough's land, and 55.1% of households live in a house or bungalow, so a basement with a lightwell is a realistic proposal for many owners. The council states no garden-share or depth limit in the documents we hold, and we say so rather than quoting one. The assessment is the test that sets the limits for your plot.
Dig near a neighbour and the Party Wall Act applies. Adjacent excavation notice at least 1 month before work: within 3 m and deeper than the neighbour's foundations, or within 6 m and cutting a 45° line from their foundations. Our notice fee is £45 per adjoining owner.
Protected buildings and the householder record
The borough has 15 conservation areas and 15 Article 4 directions, and 118 list entries. A front lightwell in any of these is a visible change. A listed house needs separate consent, covered in listed building consent drawings in Waltham Forest.
Of 771 householder decisions in the latest returns, 81.5% were grants. That record spans every kind of householder job and says nothing specific about cellars. If you also plan a roof, see mansard roof drawings in Waltham Forest.
Escape and fire detection below ground
Basement storeys with habitable rooms need an escape window or external door, or a protected stair to a final exit. All dwellings: fire detection and alarm system minimum Grade D2 Category LD3 (BS 5839-6), mains-operated smoke alarms to BS EN 14604. These are Building Regulations points, drawn on the same sheets as the structure.
