Listed building consent drawings for Royal Greenwich

Greenwich has 1 World Heritage Site inside its boundary, and its list runs to 540 entries, 28 at Grade I. The council's design guide is blunt about listed houses: interiors, roof timbers and front roof additions all come in for comment. We draw to those lines and show the officer where the proposal stops.

    02The brief

Three lines from the Urban Design Guide

On roofs, the council's shorthand is “front roof additions discouraged”. Greenwich discourages front mansards and dormers on listed and locally listed buildings, and in conservation areas, outside exceptional established cases.

On the roof itself, the guide says consent is needed to alter the roof space, the timbers or the outside of the roof of a listed house. On interiors, it says any alteration to a statutory listed building, inside included, needs consent and must respect the building's integrity and setting. We therefore draw the inside of a listed house as carefully as the front elevation, and the roof section as carefully as either.

    05The detail

Living near the World Heritage Site

The borough's heritage designation is bigger than a single building. National policy asks for an assessment of significance that includes setting, and its weighting rule reads: Substantial weight to the conservation of designated heritage assets. That covers the designated assets around you as much as your own house. If the house stands within view of the site or its main approaches, the setting is part of the application.

For those addresses we add context elevations and a short street section to the set, so the council can judge a change to a roof, chimney or boundary against what the neighbouring buildings and the wider outlook show. The aim is a drawing that answers the setting question before it is asked.

    How deep the list runs

Greenwich has 45 Grade II* entries and 466 at Grade II beside the Grade I group, and it contains 13 scheduled monuments and 4 registered parks and gardens. The 23 conservation areas overlap many of these.

22 entries are on the Heritage at Risk Register. Where yours is one of them, a repair-led scheme is often the sensible opening move, with alterations following.

Greenwich's decision record and the offence

Greenwich decided 83 applications to alter or extend a listed building in its latest published year and granted 86.7%. It is a record of other owners' cases, so it does not forecast yours.

The council's planning framework is the Royal Greenwich Local Plan: Core Strategy with Detailed Policies. National law adds the penalty for skipping consent: Works without consent: up to 6 months' imprisonment or a fine on summary conviction; up to 2 years or a fine on indictment.

Pairing consent with a roof or basement scheme

A listed roof usually needs planning permission as well as consent, and the detail is in mansard roof drawings in Greenwich. Work below ground sits with basement conversion drawings in Greenwich. For the neighbouring borough, see Lewisham, and the national hub sets out the whole route.

    Questions

Does Greenwich require consent for interior changes?

Yes. The council's rule is that any alteration to a statutory listed building needs consent, interior included, and works must respect its integrity and setting.

Can I add a front dormer to a listed house in Greenwich?

The council discourages front mansards and dormers on listed and locally listed buildings and in conservation areas, save exceptional established cases. We test your street for such cases before recommending a design.

My house is close to the World Heritage Site. What extra do you draw?

Context elevations and a street section, so the council can see the change against its surroundings. We confirm whether the site's setting applies to your address in the free constraints check.
