Listed building consent drawings in Harrow

A listed house in Harrow is judged under a borough policy that weighs the heritage asset ahead of the plan's other policies, so the application rests on how clearly the drawings separate original fabric from change. We survey the house, mark what stays and draw each proposal against it. Listed building consent carries no council fee.

    02The brief

Harrow puts the heritage asset first

The borough's Development Management Policies read, in short: conservation given priority. Conservation of a heritage asset is weighed ahead of the other policies in the same document, and the officer judges an alteration by its scale, fabric, setting and reversibility. A drawing set for a listed house here should therefore show how a change could be undone, for instance by drawing a new opening beside the original wall it would cut.

The second rule matters to anyone hoping to rely on standard allowances. Where the Residential Design Guide conflicts with listed building considerations, the outcome is, in short, heritage prevails over SPD. The guide's usual allowances for extensions and alterations do not decide a listed house.

    06The detail

What there is to protect in the borough

Historic England records 295 list entries within Harrow, including 4 at Grade I and 20 at Grade II*, with the large majority at Grade II. The council publishes 31 conservation areas. The borough also contains 9 scheduled monuments and 4 registered parks and gardens, so a listed house can stand in the setting of another designated asset.

22 entries within the borough are on Historic England's Heritage at Risk Register. When we check a property we look for every layer that applies: the list entry, any conservation area, and any Article 4 direction on the council's own map.

Decisions over the latest four quarters

In the most recent four published quarters Harrow decided 29 applications for listed building consent to alter or extend, and 96.6% were granted. The sample is small and the figure describes past cases, so it says nothing certain about yours. The national fee table sets the council fee for the consent at £0.

Doing works to a listed building without consent is an offence under the Planning (Listed Buildings and Conservation Areas) Act. Works without consent: up to 6 months' imprisonment or a fine on summary conviction; up to 2 years or a fine on indictment. We draw each application to be approved, and redraws are free until approval if officers ask for changes.

    Garden buildings in the grounds

Garden buildings within the curtilage of a listed building are not permitted development. A studio, garden room or outbuilding beside a listed house therefore goes through an application rather than permitted development. We draw it with the main house on one surveyed datum, so the officer reads the two together.

    Applications that often run alongside

A listed house with a tired roof may also raise a roof question, covered under mansard roof drawings in Harrow, and a lower floor is a separate matter again: see basement conversion drawings in Harrow. To compare with the next borough west, read listed building consent drawings in Hillingdon, or the general route for listed houses across London.

    Questions

Do I need consent to replace original windows on a listed house in Harrow?

Probably, where the windows contribute to the character of the building. Harrow tests an alteration by its scale, fabric, setting and reversibility, so we record each window type and its condition before proposing anything.

Is there a council fee for listed building consent in Harrow?

No: the national fee table puts it at £0. A planning application made at the same time pays its own fee. The drawing work is quoted at a fixed figure after the free constraints check.

Does a high grant rate mean my application will succeed?

No. 96.6% of 29 recent decisions is a record of earlier, often modest, applications. Each case turns on the significance of the particular house, which is why the drawing set starts with a survey.

What happens if the officer asks for changes?

We amend the drawings and the revised sheets go back through our independent check before resubmission. Redraws are free until approval.
